Evacuation orders and warnings have gone into effect for burn scar areas across Southern California as heavy rainfall threatens dangerous debris flows.

At least 10 people have died as torrential downpours over the weekend drenched parts of the south-eastern US, submerging roads and houses. Kentucky Governor Andy Beshear said nine people have died in his state, after making an emergency disaster declaration.

LOUISVILLE, Ky. — The heavy rain continues to fall across Kentucky and many areas are seeing the impacts. Officials with the Kentucky Transportation Cabinet said they have crews working to put barriers around flooded roadways but not every road has one yet.

Nearly half a million people are without power across the South as heavy rains and flooding batter the area. At least nine fatalities have been confirmed.
