Illinois congressman forgoes reelection with eyebrow-raising move to place chief of staff on ballot
U.S. Rep. Jesus “Chuy” Garcia confirms he won’t seek reelection days after the Illinois Democrat backed a quiet effort to get his chief of staff on the March primary ballot as his replacement.
The bill means “riders can expect safer, faster, and more accessible service, with renewed commitments to equity and mobility for people with disabilities,” the nonprofit Active Transportation Alliance said in a statement. The group also expects new policies to encourage walkable development around transit stations.
The reform, approved by the Illinois General Assembly and championed by Giannoulias and state Sen. Elgie Sims, raises the state’s minimum funding level from $7.50 to $17.50 per capita and broadens eligibility from 17 libraries serving 77,000 residents to 108 libraries serving more than 700,000 statewide.

SPRINGFIELD — Illinois lawmakers passed two-dozen bills during their annual fall veto session that ended Friday, Oct. 31, including a measure that will empower the state’s Department of Public Health to issue vaccine guidelines amid federal uncertainty.
