According to Dave Meltzer of the Wrestling Observer Newsletter (h/t WrestleTalk ), WWE's plan as of "a few weeks ago" was for John Cena to beat Dirty Dom for the Intercontinental Championship at Survivor Series before defending it against Gunther in his retirement match in December.
