Disney Springs' bus station looked nearly empty as new restrictions began, but guests questioned whether the policy was really responsible.

Starting June 28, only Disney resort hotel guests or those with reservations can use the free transportation. The new policy does not affect free transportation from the theme parks to resort hotels.

It's not the first time an accident like this has occurred around the park.
